Report 2.4 – English Learner Education Services – Student Count Unduplicated

(Updated as of 12/13/2023)

Description: Reports the unduplicated number of English Learners (ELs), with Enrollment Status of “Primary,” and the number of ELs who are receiving EL Education Services. The count is reported by Education Service type as of Census Day.

Report Type: ODS and Snapshot / Certification (Fall 2)

Security Roles: Fall 2 Reports

Data As Of:

  • If ODS version, user defined
  • If Snapshot version, Fall 2 Census Day (First Wednesday in October)

Basic selection criteria:

Students Included:

  • Students with an open enrollment on the “Data As Of” date, where the Enrollment Status equals 10 (Primary) and is in Grade Levels TK – 12
  • Students with an open English Learner (EL) SELA Status Code on the date of the report
  • SCSE enrollment in a qualifying course section (see Courses Included)

Courses Included:

  • CRSE course section with an Education Service Code of,

  • 1 – Primary Language Instruction and Designated and Integrated English Language Development (ELD) Instruction

  • 2 – Designated ELD Instruction Only
  • 3 – Integrated ELD Instruction Only
  • 4 – Designated and Integrated ELD Instruction But Not Primary Language Instruction
  • 5 – No English Learner Services

  • 6 – Other English Learner Services

  • CRSE course sections with SEID = 9999999999 will be included

Snapshot – Must have a SINF record that wholly or in part overlaps a qualified enrollment

1 School code is derived from user ID permission and Expected Schools table
2 School Name is determined by #1 and the Expected Schools Table. School Name column leads to Report: 2.7 English Learner Education Services – Student List
3 Total # of English Learners (ELs). Students with SELA 12.13 – English Language Acquisition Status Code equal to English Learner (EL)
SENR field 1.25-Grade Level equal to TK, KN, 01, 02, 03, 04, 05, 06, 07, 08, 09, 10, 11, 12, and
SELA 12.14 – English Language Acquisition Status Start Date equals Prior Fall 1 Census day
NOTE: The unduplicated counts in Columns 4 -10 are based on the following rules. The rules are diagramed in the Multiple English Learner Services Report Hierarchy
4 Students who are enrolled in at least one course with CRSE field 9.20 - Education Service code 1 (providing Primary Language Instruction and ELD Instruction and/or SDAIE Instruction).
5 Students who are enrolled in at least one course with CRSE field 9.20 - Education service code 2 (ELD Instruction Only) and
Students are not enrolled in courses with CRSE field 9.20 - Education Service Codes 1,3 or 4, but
may be enrolled in courses with CRSE field 9.20 - Education Service code 5 and 6
6 Students who are enrolled in at least one course with CRSE field 9.20 - Education service code 3 (ELD Instruction Only) and
Students are not enrolled in courses with CRSE field 9.20 - Education Service Codes 1,2 or 4, but

8 Students who are enrolled in at least one course with CRSE field 9.20 - Education service code 5 and
not enrolled in any course with CRSE field 9.20 - Education service code 1, 2, 3, 4 or 6.
9 Students who are enrolled in at least one course with CRSE field 9.20 - Education service code 6 and
not enrolled in any course with CRSE field 9.20 -Education service code 1, 2, 3, or 4 but
may be enrolled in courses with CRSE field 9.20 - Education Service code 5
10 EL students enrolled in courses with no CRSE field 9.20 - Education Service code populated
