C/A Report 1.17: LCFF Unduplicated Pupil Count

Description: Reports the count of students in Free/Reduced Price Meal, English Learner, and Foster Youth categories that are eligible for local supplemental funding dollars based upon their demographics as of Fall 1 Census Day. Totals are reported for each LEA and overall for the county selected.

Basic Report Display Criteria:

LEA Selection

  • Only LEAs who have certified their data are displayed on the C/A reports
  • Reports display data only for expected school types flagged as “Y- Yes” or “P- Permitted”
  • Schools that are expected with a type “Y” will report zeros if the data is certified with no counts
  • Schools that are expected with a “P” and have not submitted data for the report data type, the school will not display on the report if zeros are certified.
  • Permitted type schools will only display if they submit and certify data within the report type.

This is a nested report meaning the first section selects all non-charter schools by LEA for the County. The second section selects all charter schools by LEA (including IRCs) for the County. If no schools are expected and certified for a section of the report, the Heading and the Total Selected LEAs row is displayed with zeros for all counts

  • Non-Charter School(s) Selection: Schools with a ’N’ under Charter School Indicator in Educational Service Institutions table that are active for the selected report “As of” date shall be included in this section of the report.

  • Charter School(s) Selection: Schools with a ’Y’ under Charter School Indicator in Educational Service Institutions table that are active for the selected report “As of” date shall be included in this section of the report.

Basic Selection Criteria

  • Student must have an open enrollment (SENR) record within the LEA as of Fall 1 Census Day (first Wednesday in October of the reporting year)
  • Enrollment Status = 10 - Primary or 30 – Short Term Enrollment
  • School type is NOT Adult Education Center
  • Students with multiple qualifying records within a single LEA as of Fall 1 Census Day are counted only once. A student with qualifying enrollments in more than one LEA on Census Day is counted in each LEA.
  • Grade Level = TK-12
  • Exclude TK students whose 4th birthday is after September 1st of the selected Academic Year
  • The EL Funding Eligible Count is based on students EL or ADEL status as of Census Day
  • Must have a SINF record that wholly or in part overlaps a qualified enrollment. For Short-term enrollments, use SINF associated with the Primary Enrollment record.
  • SPRG data used for Free and Reduced-Priced Meals (FRPM) are selected from 181/182 program codes with Membership Start Dates occurring between 7/1 and 10/31 of the reporting year.
  • Note: Students that are enrolled in School A on Census Day, transfer to School B in the same LEA after Census Day, and School B submits qualifying FRPM record (start date 7/1 – 10/31 of the reporting year), should be counted under School A as FRPM

Report Filters: Filters can be selected resulting in only totals for the selected filter being displayed – legend on bottom of last page of report states which filter/s were selected

    • For academic year 22-23+: filter will show no dropdown options (N/A) since report now only includes students who are LCFF eligible.
    • For academic year 21-22 and prior:
    • LCFF (DEFAULT) – includes grades KN-12, and excludes students with Grade Level equals KN and whose 5th birthday (Student Birth Date) is after December 2nd of the selected Academic Year based on the As of Date of the report, if this value is selected.
    • All (KN-12) – includes grades KN-12, based on the As of Date of the report, if this value is selected -Title 1 (5 - 17 year olds only) – includes ages 5-17 in whole years based on Student Birth Date and the As of Date of the report, if this value is selected.

5 LCFF Eligible Total Enrollment – Count of students with a qualifying open enrollment on report “As Of” date. This count is limited by age eligibility and only includes students who turn 4 by September 1st of the current Academic Year
6 SPRG 3.13 – Education Program Code = 181 (NSLP Free) or 182 (NSLP Reduced) and SPRG 3.15 – Education Program Membership Start Date = 7/1 through 10/31 of the Reporting year in the same Reporting LEA.
Note: A student should be counted FRPM at the LEA where they are enrolled on Census Day
7 California Department of Social Services (CDSS) provides a weekly data file to CDE that identifies all Foster Youth.
Include foster placement and family maintenance data for students that have a record in the DSS Foster Youth Match Result file where the Foster Placement indicator equals Y and the Case Start Date is ≤ Census Day and the Case End Date is NULL or ≥ Census Day for the associated school of qualifying enrollment.
If the Case Start Date is NULL, the Episode Start Date and Episode End Date will be used. If the Episode Start Date is ≤ Census Day and the Episode End Date is NULL or ≥ Census Day.
Students matched after final Fall 1 Amendment window do not show as foster on Fall 1 Census Day
8 SPRG 3.13 – Education Program Code equals 193 (Tribal Foster Youth) and SPRG 3.15 – Education Program Membership Start Date is on or before Census Day and SPRG 3.16 – Education Program Membership End Date is on or after Census Day
9 SPRG 3.13 – Education Program Code equals 191 (Homeless) and SPRG 3.15 – Education Program Membership Start Date is on or before Census Day and SPRG 3.16 – Education Program Membership End Date is on or after Census Day
10 Title I Part C Migrant – Includes students who are eligible for the Migrant Program, where eligibility overlaps Census Day.
Migrant Student Information Network (MSIN) provides a weekly data file to CDE that identifies all migrant students.
Note: For 24–25 AY and prior, SPRG program code 135 is used to populate this field
11 Direct Certification Status equal Y and Direct Certification Date is on or before November Direct Certification CALPADS Extract Date for the Academic Year the report is being run

Calculation: Selected Academic Year Unduplicated FRPM/EL Eligible Total − Prior Academic Year Total Unduplicated FRPM/EL Eligible Total.
