Understanding the Error:
The ODS contains a SELA record for an SSID with an English Language Acquisition Code = TBD and their age is greater than 21 years old.
Things to check in the file submission: Verify that the English Language Acquisition Status Code is correct and verify the student's age.
Suggested Resolution:
1) Assuming the birthdate is correct, modify the English Language Acquisition Status Code of the SELA record being submitted.
