SUGGESTED RESOLUTION:

Understanding the Error:

The system is validating that DSEA populated in the PLAN record effective for a student on census day is not a closed LEA.

Suggested Resolution:

Verify that DSEA is correct. If LEA has closed since Census day, submit a new PLAN record for the student withe same PLAN information but new DSEA.
