Students with Plan records need to have at least one SWDS Record

SUGGESTED RESOLUTION:

Understanding the Error:

The system is validating that if a student has a Special Education Plan (PLAN) record on with an effective start date between July 1, AY and Census Day, the student should also have at least one Student with Disabilities (SWDS) (regardless of LEA).

Suggested Resolution:

Verify the PLAN record is correct. If the PLAN record is correct, then add a SWDS record for the student.
