Basic selection criteria:

Students Included: Students with a qualifying enrollment who have an associated qualifying Special Education Status Record (SWDS) at any time during the report period.

Qualifying Enrollment:
- Most recent Open Enrollment within an LEA at any time during the Report Period. N470 enrollments included.
- Enrollment Status Code = Primary (10), Short-term (30), or Non-ADA (50)

Default Grade Level = IN, PS, TK-12

Qualifying Special Education Records:
-
Most recent Special Education Status Record (SWDS), regardless of LEA, effective during qualifying enrollment and effective during the Report Period (7/1 – 6/30)
- If most recent SWDS Status = Eligible and Not Participating (2), Eligible and Not Enrolled (3), Not Eligible (4), the Status Start Date (SWDS Field 22.11) must be within: 5/15/Previous Year and 6/30/Current Year.
- If most recent SWDS Status = Eligible and Participating (1), the Status Start Date (SWDS Field 22.11) can be before the current academic year, but it must be the most recent status effective.

Note: Students appearing in this report are enrolled in an LEA affiliated with the SELPA during the report period and, in cases where County Offices of Education are affiliated with multiple SELPAs, COEs will have to use the school column on 16.23 report to determine which COE schools are affiliated with their specific SELPA.
