Report 1.17: LCFF Unduplicated Pupil Count

Description: Reports the count of students in categories that are eligible for local supplemental funding dollars based upon their demographics as of Fall 1 Census Day. Totals by school and totals by LEA with drill down links to student list for each school.

Eligibility is determined based on students qualifying for Free or Reduced Price Meals, being classified as English Learners, or being identified as Foster Youth. (Students may qualify for consideration under multiple categories.) The report provides Duplicated Counts (for those students qualified by multiple criteria) and Unduplicated Counts by school where a student is counted only 1 time per school.

NOTE: The ODS version of this report will not be available for 2013-2014. Use Snapshot instead.

  • If ODS version, user defined
  • If Snapshot version, Fall 1 Census Day (First Wednesday in October)

Basic Report Display Criteria:

  • This is a nested report, meaning the first section selects all non-charter schools by LEA. The second section selects all charter schools by LEA (including IRCs). If no schools are expected for a section of the report, the Heading and the Total Selected LEAs row is displayed with zeros for all counts.

  • Non-Charter School(s) Selection: Schools with a ’N’ under Charter School Indicator in Educational Service Institutions table that are active for the selected report “As of” date shall be included in this section of the report.

  • Charter School(s) Selection: Schools with a ’Y’ under Charter School Indicator in Educational Service Institutions table that are active for the selected report “As of” date shall be included in this section of the report.

Basic Selection Criteria

  • Student must have an open enrollment (SENR) record within the LEA as of Fall 1 Census Day (first Wednesday in October of the reporting year)
  • Enrollment Status = 10 - Primary or 30 – Short Term Enrollment
  • School type is NOT Adult Education Center
  • If more than one qualifying enrollment exists for a student, count in each school, unless both primary and short term enrollment are within the same LEA. In that case, report and count the student only in the school of primary enrollment.
  • Grade Level = Include grades TK -12, UE, US, and exclude students with Grade Level = TK or KN and whose 5th birthday (Student Birth Date) > April 2nd of the selected Academic Year.
  • The EL Funding Eligible Count is based on students EL or ADEL status as of Census Day
  • Must have a SINF record that wholly or in part overlaps a qualified enrollment. For Short-term enrollments, use SINF associated with the Primary Enrollment record.
  • Direct Certification Date must be on or before November of the academic year.
  • SPRG data used for Free and Reduced-Priced Meals (FRPM) are selected from 181/182 program codes with Membership Start Dates occurring between 7/1 and 10/31 of the reporting year.
  • Note: Students that are enrolled in School A on Census Day, transfer to School B in the same LEA after Census Day, and School B submits qualifying FRPM record (start date 7/1 – 10/31 of the reporting year), should be counted under School A as FRPM.

    • For academic year 22-23+: filter will show no dropdown options (N/A) since report now only includes students who are LCFF eligible.
    • For academic year 21-22 and prior:
    • LCFF (DEFAULT) – includes grades KN-12, and excludes students with Grade Level equals KN and whose 5th birthday (Student Birth Date) is after December 2nd of the selected Academic Year based on the As of Date of the report, if this value is selected.
    • All (KN-12) – includes grades KN-12, based on the As of Date of the report, if this value is selected -Title 1 (5 - 17 year olds only) – includes ages 5-17 in whole years based on Student Birth Date and the As of Date of the report, if this value is selected.

Column Rules
1 School code is derived from user ID permission and Expected Schools table
2 School Name is determined by #1 and the Expected Schools Table School Name column leads to Report: 1.18 LCFF Unduplicated Pupil Student List
3 Total Enrollment - SENR 1.23 – Enrollment Start Date is less than or equal to Census Day and SENR 1.24 – Enrollment Status is 10 (Primary) or 30 (Short Term) and SENR 1.26 – Enrollment Exit Date is on or after Census Day or blank.
4 SPRG 3.13 – Education Program Code = 181 (NSLP Free) or 182 (NSLP Reduced) and SPRG 3.15 – Education Program Membership Start Date = 7/1 through 10/31 with no Exit before Census Day of the Reporting year in the same Reporting LEA. However, if it is closed before Census Day, and there is a subsequent 181/182 program record with Membership Start Date through 10/31 for the same Reporting LEA, this should be counted. Note: A student should be counted FRPM at the school where they are enrolled on Census Day.
5 California Department of Social Services (CDSS) provides a weekly data file to CDE that identifies all Foster Youth.
Include foster placement and family maintenance data for students that have a record in the DSS Foster Youth Match Result file where the Foster Placement indicator equals Y and the Case Start Date is less than or equal to Census Day and the Case End Date is NULL or greater than or equal to Census Day for the associated school of qualifying enrollment.
If the Case Start Date is NULL, the Episode Start Date and Episode End Date will be used. If the Episode Start Date is less than or equal to Census Day and the Episode End Date is NULL or greater than or equal to Census Day.
Students matched after final Fall 1 Amendment window do not show as foster on Fall 1 Census day.
6 SPRG 3.13 – Education Program Code equals 193 (Tribal Foster Youth) and SPRG 3.15 – Education Program Membership Start Date is on or before Census day and SPRG 3.16 – Education Program Membership End Date is on or after Census day
