Report 7.17 Unilateral Removals for Students with Disabilities – Count

(Updated as of 04/04/2023)

Description: Reports the number of students with disabilities (by Primary Disability Category) who were removed from their regular instructional setting to an interim alternative setting for disciplinary reasons, regardless of enrollment status. It also reports the counts of removals to interim alternative setting by federal offense category.

Security Role Required: EOY 3 Reports

Data As Of:

  • Snapshot version, any time in the reported academic year (7/1 – 6/30)

Report Period:

  • Report Period (July 1 thru June 30 of the reporting year)

Basic Selection Criteria:

  • Student Enrollment (SENR) and Student Information (SINF) data reported or used for selecting student subgroups (e.g. Enrollment Status and Grade Level) are associated with the most recent qualifying enrollment at the school during the Report Period, regardless of when the incident occurred
  • Student Information (SINF) data reported or used for selecting student subgroups (e.g. Ethnicity/Race) are selected from the most recent SINF record with Effective Start Date and Effective End Date (if exists) that overlap the most recent qualifying enrollment at the school during the Report Period, regardless of when the incident occurred
  • Student Program (SPRG) data used for student groups are selected from the most recent SPRG record for the school of attendance in the associated SINC record with Education Program Membership Start Date and Education Program Membership End Date (if exists) that overlap with the Incident Occurrence Date.
  • Special Education (SPED) data used for selecting Students with Disabilities are selected from qualifying SPED record that overlaps the qualifying enrollment at the Reporting LEA in the SINC record with the Incident Occurrence Date
  • Students with a qualifying enrollment who are Students with Disabilities on the incident date and who were involved in an incident at any time during the report period and were removed to an interim alternative setting as a result of the incident.
  • Qualifying Enrollment
    • Enrollment Status Code 10-Primary, 20-Secondary, 30-Short Term
    • Grade Level: KN, 01-12, IN, TD, PS
    • SPED
      • (Education Plan Type (Field 14.24) = 100 (IEP/IFP), 150 (IFSP), or 200 (ISP), AND
      • (Plan Set Start Date <= Reporting Period Through (End) Date and either ((Plan Set has no End date) or (Plan Set Exit Date >= Reporting Period From (Start) Date)))
  • Qualifying Data
    • Student Incident (Record Type = SINC) for the Academic Year being reported Student Data Rules, if applicable to report
    • Student Offense (Record Type = SOFF) for the Academic Year being reported Student Data Rules, if applicable to report:
    • 18.17-Removal to Alternative Setting Reason Code = 1 or 2

Report Filters: Filters can be selected resulting in only totals for the selected filter being displayed

If a Student is removed in separate incidents, count the student only once within each disaggregated category.

8 # of Weapon-Related Offenses - Count of student offenses within each disaggregated category at the School of Attendance where SINC Field 18.17-Removal to Interim Alternative Setting Reason Code = 1 or 2 and SOFF Field 20.14-Student Offense Code = 100, 101, 103, 104, 105
If a Student is removed to an interim alternative setting as a result of multiple weapon-related offenses within the same incident, count each weapon-related offense.
9 # of Violent Incident (with Physical injury) Offenses - Count of student offenses within each disaggregated category at the School of Attendance where SINC Field 18.17-Removal to Interim Alternative Setting Reason Code = 1 or 2 and SOFF Field 20.14-Student Offense Code = 400, 401, 500, 503, 504, 505, 509
If a Student is removed to an interim alternative setting as a result of multiple violent with injury-related offenses within the same incident, count each violent with injury-related offense.
