Report 16.14: Students with Disabilities Plan Student List by DSEA

Description: Reports a list of students with disabilities and associated Education Plan Information for the District of Special Education Accountability (DSEA).

Basic Selection Criteria

Students Included

Students with a qualifying enrollment who are Eligible and Participating (SWDS) on the report date and have a PLAN effective on the report date (As of Date) at the same Reporting LEA as the enrollment.

The District of Special Education Accountability (DSEA) must equal the requesting LEA.

NOTE: In contrast to the Certification 16.14 report version, students will only be included on the report if the requesting LEA is the District of Special Education Accountability".

  • Qualifying Enrollment

    • Most recent Open Enrollment at any time during the Report Period. The “most recent” SENR record is defined as the last enrollment based on the last Student Enrollment End Date on or after the report period start date. In cases where more than one SENR record overlap the reports period, priority is given to Primary Enrollments. In cases where more than one SENR record for a student with the same Enrollment Exit Date exists, use the top record ordered by descending order by Student Enrollment Start Date, Grade Level Code, and CDS.
    • E155 and E156 exits will be included if the most recent SENR is within the last two years.
    • Enrollment Status Code: Primary (10), Short-term (30), Non-ADA (50)
    • Default Grade Level: IN, PS, TK–12
  • Qualifying Special Education Records

    • Most recent PLAN record overlapping the report date (As of Date) (regardless of LEA) AND DSEA in PLAN record matches the requesting LEA
    • Most recent SWDS record on Report As Of Date for the student has Status Code of Eligible and Participating where Status Effective Start Date is less than or equal to report date
  • Student Information (SINF), Student Program (SPRG), Student English Language Acquisition (SELA), and Foster Youth data used for selecting student subgroups (e.g., Race/Ethnicity, Homeless, EL, etc.) are selected from the most recent record that overlaps the qualifying enrollment.

In order for a student to appear in a particular SELPA count, they must have the SELPA Code reported on the PLAN record that overlaps the qualifying enrollment and the SELPA Code from the PLAN record has a reporting relationship with the Reporting LEA.
