Cohort Long Term English Learner Indicator

A student with an English Language Acquisition Status = EL at any point during the cohort period and has been an English Learner for at least 7 years prior to End of the Cohort Period AND prior to becoming RFEP if applicable.

Business Rule:

Y’ if student is English Learner AND LTEL Start Date < Cohort End Date AND RFEP date (if applicable) > LTEL Start Date
