Understanding the Error:
Grade Levels Ungraded Elementary and Ungraded Secondary must only be used for students who are participating in a special education program.
Verify the student has an overlapping special education program record at the same school as the enrollment record being submitted. If not, then either change the grade level code or update the SPRG record.
