Report 16.18 Students with Disabilities – DSEA Low Incidence Disability Count

(Updated 06/04/2024)

Description: Reports unduplicated counts of Students with Disabilities who have low incidence disabilities for the District of Special Education Accountability. (Education plan types = 100(IEP), 150 (IFSP), 200(ISP)).

Report Type: ODS

Data As Of: User Defined

Security Roles: Fall 1 Reports

Basic selection criteria:

  • Students included: Students with a qualifying enrollment who are Eligible and Participating on the Report As Of Date and have an Education Plan Effective Date on the Report As Of Date, at the same Reporting LEA as the enrollment and District of Special Education Accountability must equal the requesting LEA.

  • Most recent enrollment is included - In cases where more than one SENR record overlap the Report As Of Date within an LEA, priority is given to Primary Enrollments, then Short Term and then Non ADA Enrollments.

    • Enrollment Status Code = Primary (10), Short-Term (30) or Non-ADA (50)
    • Grade Level = IN, PS, TK – 12
  • Most recent PLAN record overlapping Report As Of Date, regardless of LEA, where Plan Effective Start Date is before or equal to the Report As Of Date - PLAN information will be used if the record is effective on the report date AND DSEA in PLAN record matches the requesting LEA
  • Most recent SWDS record on Report As Of Date for students with Eligible and Participating status, regardless of LEA, where Status Effective Start Date is before or on Report As Of Date
    • Disability 1 Code or Disability 2 Code = 220, 230, 250, 270, or 300
  • Student Information (SINF), Student Program (SPRG) and Student English Language Acquisition (SELA) data used for selecting student subgroups (e.g. Race/Ethnicity, Homeless, EL, etc.) are selected from the most recent record that overlaps the qualifying enrollment.

Note: In order for a student to appear in a particular SELPA count, they must have the SELPA code reported on the PLAN record that overlaps the qualifying enrollment at the same Reporting LEA as on the PLAN record AND the SELPA code from the PLAN record has a reporting relationship with the Reporting LEA.
