Report 1.18: LCFF Unduplicated Pupil Student List

Description: Lists students that meet criteria for Supplemental Funding under Local Control Funding Formula (LCFF). Eligibility is based on three main subgroups: Free and Reduced Price meals, Foster Youth, and certain English Learners.

NOTE: The Real Time version of this report will not be available for 2013-2014. Use Certification instead.

Report Type: Real Time and Certification (Fall 1)

Security Roles: Free and Reduced role

Data As Of:

  • If Real Time version, user defined
  • If Certification version, Fall 1 Census Day (First Wednesday in October)

Basic Selection Criteria

  • Student must have an open enrollment (SENR) record within the LEA as of Fall 1 Census Day (first Wednesday in October of the reporting year)
  • Enrollment Status = 10 - Primary or 30 – Short Term Enrollment
  • If more than one qualifying enrollment exists for a student, include student in each school, unless both primary and short term enrollment are with the same LEA. In that case, report the student only in the school of primary enrollment.
  • School Type is NOT Adult Education Center
  • Grade Level = Include grades TK, KN, 01 -12, UE, US, and exclude students with Grade Level = TK or KN and whose 5th birthday (Student Birth Date) > Junel 2nd of the selected Academic Year.
  • SINF record must wholly or in part overlap a qualified enrollment. For Short Term enrollments, use SINF record associated with the Primary Enrollment record
  • Direct Certification Data – Directly Certified status of Y for the academic year that the report is being run with the Direct Certification Date on or before November (cumulative from July based on academic year). Students who were direct certified after November do not show as direct certified on Fall 1 information day.
  • SPRG data used for Free and Reduced-Priced Meals (FRPM) are selected from 181/182 program codes with Membership Start Dates occurring between 7/1 and 10/31 of the reporting year.
  • English Language Acquisition Status Designation is based on the Report Date.

    • For academic year 22-23+: filter will show no dropdown options (N/A) since report now only includes students who are LCFF eligible.
    • For academic year 21-22 and prior:
    • LCFF (DEFAULT) – includes grades KN-12, and excludes students with Grade Level equals KN and whose 5th birthday (Student Birth Date) is after December 2nd of the selected Academic Year based on the As of Date of the report, if this value is selected.
    • All (KN-12) – includes grades KN-12, based on the As of Date of the report, if this value is selected
      -Title 1 (5 - 17 year olds only) – includes ages 5-17 in whole years based on Student Birth Date and the As of Date of the report, if this value is selected.

Column Rules
1 School code is derived from user ID permission and Expected Schools table
2 School Name is determined by #1 and the Expected Schools Table
3 SSID Field 1.08 - Unique identifier for the student assigned by the first California district of enrollment. This number follows the student throughout their enrollment within the California educational system
4 SINF Field 2.11 and 2.13 - The Student Legal first and last name of the student identified from birth verification document or through legal adoption, or name change)
5 SENR Field 1.09 – Local ID assigned to the student by a local educational agency.
6 SINF Field 2.19 - A coded value representing the student’s gender
7 SENR Field 1.24 - Reflects the grade level of a given student
8 Ethnicity/Race - identified using SINF fields 2.24 (Student Hispanic Ethnicity Indicator), SINF 2.25 (Student Ethnicity Missing Indicator), SINF 2.26-2.30 (Student Race 1-5 Code), and SINF 2.31 (Student Race Missing Indicator) and the following rules:
1) If the Student Hispanic Ethnicity Indicator (Field 2.24) = Y, always roll up to Hispanic, even if one or more races are selected or the Student Race Missing Indicator (Field 2.31) = Y
2) If Student Hispanic Ethnicity Missing Indicator (Field 2.24) = N or null and the Student Ethnicity Missing Indicator (Field 2.25) = Y or null and Student Race 1 - 5 Codes (Fields 2.26 - 2.30) is indicated, then roll up per rules outlined in 5 below.
3) If the Student Hispanic Ethnicity Indicator (Field 2.24) = N and the Student Race Missing Indicator (Field 2.31) = Y, then roll up to "Missing".
4) If the Student Hispanic Ethnicity Indicator (Field 2.24) = N or null, and the Student Race Missing Indicator (Field 2.31) = Y, then roll up to "Missing."
5) If the Student Hispanic Ethnicity Indicator (Field 2.24) = N or null, and the Student Race Missing Indicator (Field 2.31) = N or null, and Student Race 1-5 Codes (Field 2.26 - 2.30) is indicated, then roll up as follows:
• If a single race = American Indian or Alaska Native (100), roll up to American Indian or Alaska Native
• If there is one or more of any of the Asian subgroups: ((201) Chinese, (202) Japanese, (203) Korean, (204) Vietnamese, (205) Asian Indian, (206) Laotian, (207) Cambodian, (208) Hmong, (299) Other Asian, and no other race category (100, 301, 302, 303, 304, 399, 400, 600, 700, 302, 303, 304, 399, 400, 600, 700) then roll up to Asian
• If a single race = Filipino (400) roll up to Filipino(400)
• If race includes Filipino (400) AND one or more of any of the Asian subgroups, [(201) Chinese, (202) Japanese, (203) Korean, (204) Vietnamese, (205) Asian Indian, (206) Laotian, (207) Cambodian, (208) Hmong, (299) Other Asian) and no other race category roll up to Filipino(400)
• If there is one or more of any of the Native Hawaiian/Pacific Islander subgroups ((301) Hawaiian, (302) Guamanian, (303) Samoan, (304) Tahitian, (399) Other Pacific Islander) and no other race category (100, 201, 202, 203, 204, 205, 206, 207, 208, 299, 400, 600, 700) then roll up to Hawaiian/Pacific Islander

10 Direct Certification Status Date – Must fall between July and November Direct Certification CALPADS Extract Dates for the Academic Year of the report
11 Foster Youth Identification (via CDSS):
Weekly file from the California Department of Social Services (CDSS) to CDE identifies Foster Youth. Include students where:
 • Foster Placement Indicator = Y
 • Case Start Date ≤ Census Day AND (Case End Date is NULL or ≥ Census Day)
 If Case Start Date is NULL, use Episode Start/End Dates following the same Census Day overlap rule.
12 SPRG Field 3.13 = 193 (Tribal Foster Youth) and membership start (3.15) ≤ Census Day and membership end (3.16) ≥ Census Day
13 SPRG Field 3.13 = 191 (Homeless) and membership start (3.15) ≤ Census Day and membership end (3.16) ≥ Census Day
14 SPRG Field 3.13 = 181 (NSLP Free) or 182 (NSLP Reduced) and membership start (3.15) ≥ July 1 and ≤ October 31 of the reporting year
15 Title I Part C Migrant - Includes students who are eligible for the Migrant Program, where eligibility overlaps Census Day. Migrant Student Information Network (MSIN) provides a weekly data file to CDE that identifies all migrant students.
Note: for 24-25 AY and prior, SPRG program code 135 is used to populate this field.
16 SELA Fields 12.13 & 12.14 – English Language Acquisition Status Code (EL, EO, IFEP, RFEP, TBD, ADEL) with start date on or before Census Day
17 SELA Field 12.13 = EL or ADEL and SELA Field 12.14 (Start Date) ≤ Census Day → Y, else N
